N-TECH Student Council By-Laws

Article 1

The members of the student body shall consist of all individuals enrolled as an N-TECH High School student.

Article 2

Purpose

  1. To bring glory to God in all of our actions and decisions.
  2. To incorporate all high school activities under one body.
  3. To encourage good conduct, leadership, respect, and honesty.
  4. To develop and promote community throughout N-TECH.
  5. To promote respect for the property and dignity of others.
  6. To maintain good relations and communications within N-TECH and with the homeschool community at large.

Article 3

Doctrinal Statement

The student council will adhere to N-TECH’s Doctrinal Statement.

Article 4

Rules and Guidelines

The student council will adhere to N-TECH’s Rules and Guidelines.

Article 5

Officers of the Student Council

Section 1: President

Eligibility

Any current member of the junior or senior class who is a full time student (taking at least three class hours) and has participated for at least one semester in N-TECH is eligible to run for Student Council President. No individual may hold more than one office in Student Council.

Duties

  1. The President’s duties will be to call and preside over all student body, student council, and executive committee meetings.
  2. The President shall appoint student representatives to various positions on special committees as needed.

Section 2: Vice President

Eligibility

Any current member of the junior or senior class who has participated in N-TECH for at least one semester is eligible to run for Student Council Vice President. No individual may hold more than one office in Student Council

Duties

  1. In case of the absence of the President, the Vice President shall assume all the responsibilities of the President. This includes Student Council activities held any day of the week.
  2. The Vice President shall be the ex-officio member of special committees and shall oversee all special committees.
  3. The Vice President shall be the chairman of the elections board, which plans and coordinates Student Council elections.

Section 3: Secretary

Eligibility

Any current member of the freshman, sophomore, junior or senior class who has participated in N-TECH for at least one semester is eligible to run for Student Council Secretary. No individual may hold more than one office in Student Council.

Duties

  1. To take minutes of all regular and special meetings of the student body, student council, and executive committee.
  2. To carry on all necessary correspondence as directed by the president or student council teacher/advisor.
  3. To keep a notebook of all student council activities and publications concerning the student council.
  4. To maintain the student body and student council files.
  5. To assist the president in making agendas for each meeting according to Robert’s Rules of Order and to email the agendas to the student council members prior to the meetings.
  6. Distribute minutes to student council members.
  7. The secretary has the power to appoint an additional correspondent secretary from the student council members if assistance is needed with correspondence or maintaining records.

Section 4: Treasurer

Eligibility

Any current member of the freshman, sophomore, junior or senior class who has participated in N-TECH for at least one semester is eligible to run for Student Council Treasurer. No individual may hold more than one office in Student Council.

Duties

  1. The treasurer will report on the financial state of the student council account.
  2. The treasurer will approve all student council expenditure forms.
  3. The treasurer will manage the student body’s finances, with the aid of the N-TECH treasurer.

Section 5: Parliamentarian also called Sergeant at Arms

Eligibility

Any current member of the freshman, sophomore, junior or senior class who has participated in N-TECH for at least one semester is eligible to run for Student Council Parliamentarian. This candidate should have working knowledge of Robert’s Rules of Order or be willing to learn Robert’s Rules of Order. No individual may hold more than one office in Student Council.

Duties:

  1. To facilitate the use of parliamentary procedure at student council meetings.
  2. To periodically give workshops to the council on parliamentary procedure.
  3. To maintain order during meetings.
  4. To direct pre-meeting setup and post-meeting cleanup.

Section 6: Activities Chairman

Eligibility

Any current member of the freshman, sophomore, junior or senior class who has participated in N-TECH for at least one semester is eligible to run for Student Council Activities Chairman. No individual may hold more than one office in Student Council.

Duties

  1. The activities chairman shall appoint a committee chairman for each activity the executive committee approves.
  2. The activities chairman shall support each committee chairman in planning and coordinating activities and events that promote community within N-TECH.
  3. The activities chairman shall work closely with the president and secretary to help prepare announcements, invitations, and signups to events and activities.
  4. The activities chairman will keep a notebook of activities and all collateral and correspondence created for each activity.

Section 7: Class Representatives

Eligibility

One male and one female representative from each high school class shall be elected to serve on the Student Council. Any current high school student who has participated in N-TECH for at least one semester is eligible to run for Class Representative. No individual may hold more than one office in Student Council.

Duties

  1. Representatives have the duty to represent their classes at Student Council.
  2. Representatives have the duty to report Student Council business back to their class.

Section 8: Member-at-Large

Eligibility

Any current high school student who has participated in N-TECH for at least one semester is eligible to be appointed to a member-at-large position. This position is an appointment by the N-TECH Corporate Board. The number of member-at-large positions is at the N-TECH board’s discretion. No individual may hold more than one office in Student Council.

Duties

  1. Act as a general representative of the student council.
  2. Duties will be assigned as needed by the President and/or the Student Council Teacher/Advisor.

Article 6

Governing Body: Student Council

Section 1:

The legislative power of the student body is invested in the students, who shall operate meetings according to Robert’s Rules of Order.

Section 2:

All members of the Student Council are subject to attendance rules at N-TECH. Any vacancy created due to two discipline notices, or unexcused absences, shall be filled as stated in Section 3 of Article VII of these By-Laws for any office except that of President which shall be filled according to Section 2A of Article V of these By-Laws.

Section 3:

The membership of the student council shall include student body officers, class representatives, and members-at large. There will be up to two (2) elected representatives to the student council from each of the following classes:
freshman, sophomore, junior, senior. However, all Student Council meetings will be open to spectators.

Section 4:

A quorum shall consist of the majority of the voting members of the Student Council. A majority will be one more than half of the voting members present at any meeting.

Section 5:

  1. The Council Teacher/Advisor shall regulate the frequency of the Student Council meetings. A. There will be a minimum of one meeting per month except for December.
  2. The president shall call special meetings, as the president deems necessary with the approval of the Student Council Teacher/Advisor or the N-TECH director.
  3. Four (4) or more of the Student Council members may petition the acting chairperson for a special meeting. When petitioned by four or more student council members, then the current chairperson must call a meeting for the upcoming week.

Article 7

Section 1: Election Board

The purpose of the Election Board will be to run elections by:

  1. Providing petitions
  2. Organizing the election procedures
  3. Facilitating the election
  4. Counting ballots
  5. Taking care of other miscellaneous matters concerning the election.

Membership

The election board shall consist of three to five members of the student body; at least two of these shall be student council members. The student council president shall appoint this board though the student council will reserve the right to veto any appointment.

Powers

  1. This board shall make all decisions concerning the elections, though they must follow the Student Council By-Laws. The election board will bring points of controversy to the Student Council for discussion and recommendations.
  2. During the election, the election board governs the Student Body, which consists of eighth grade students, freshmen, sophomores, and juniors.
  3. In the event that any approved candidate is running unopposed, he/she will participate in election procedures pertaining to getting to know the candidates and will automatically assume their position.
  4. In the event that all approved candidates are running unopposed, they will participate in election procedures pertaining to getting to know the candidates. Voting will not be necessary and each candidate will automatically assume their position.

Meetings

The election board shall meet before nominations are open to draw up petitions and to get their election procedure approved by the student council and the N-TECH corporate board. These election board members will do counts and recounts of the ballots until the election is ratified.

Notification of Election Results

Candidates will be notified of the election results no earlier than 8:00 a.m. on Tuesday after elections and no later than 5 p.m. Saturday following elections.

Election results will be announced to N-TECH Membership during assembly on Week 10.

Section 2: Student Council Elections

The student council officers, representatives, and standing committee chairmen shall be elected in the ninth week of the spring semester.

Section 3: Special Election

With the help of the Student Council Teacher/Advisor, the N-TECH Corporate Board, at their discretion, may make appointments to open positions.

Article 8

Veto Power and Impeachment

Section 1: Impeachment

Grounds for impeachment:

  1. Neglect duties
  2. Inability to hold office
  3. Poor attendance at N-TECH
  4. Poor attendance at Student Council meetings

Any of the above accusations and grounds for impeachment may be brought against any member of the student council by another student council member. Eighty percent (80%) of the members on the student council roster must attend the meeting before the impeachment proceedings can take place. If the accused is found in violation by two- thirds (2/3) vote of those present, he shall be removed and his office shall be filled according to Article VII, Section 3 of these By-Laws.

Section 2: Automatic Removal from Office

  1. Unexcused Absence
  2. Not adhering to the N-TECH Statement of Faith
  3. Not adhering to the N-TECH Rules and Guidelines

Absences

Council members must get prior approval to miss a Council meeting, activity, or event by having the Teacher/Advisor approve an excused absence form.

A student council member with an unexcused absence at a meeting, activity, or event shall be placed on probation for student council membership. Any subsequent unexcused absences will require a review by the student council executive committee and/or the N-TECH corporate board to determine if removal from office is warranted. Failure to receive prior approval to be absent may result in an unexcused absence.

Review

A student council member with an unexcused absence, or who has not adhered to the N-TECH Doctrinal Statement, or who has not adhered to the N-TECH Rules and Guidelines will require a review by the student council executive committee and/or the N-TECH corporate board to determine if probation or removal from office is warranted.

Article 9

Amendments

Section 1:

Any member of the student body may submit a written amendment to the By-Law committee of the Student Council. It must have a two-thirds (2/3) majority of the Student Council vote to pass. If the amendment passes the council, but is not ratified by the student body, it is referred back to the By-Law committee to be revised and must again be passed by the Council as amended. Should it fail to be ratified the second time, it shall be abandoned.

Section 2:

Any proposed amendment that has passed the Council should be read and discussed before the student body at least one week before they will be asked to ratify it. The votes shall be tallied and a two-thirds (2/3) majority will be necessary to ratify the amendment.

Section 3:

The new By-Laws shall be brought before the student body for approval. The student body shall approve these ByLaws by a two-thirds (2/3) majority for them to become effective. The Student Body includes any student of the current freshman, sophomore, junior, or senior class. Transition to the next grade shall happen annually on the date of N-TECH’s high school graduation ceremony.

Section 4:

The N-TECH corporate board reserves the right to veto amendments and/or make amendments and/or make updates as needed to keep in alignment with N-TECH policies and procedures.

Article 10

Student Council Adult Teachers/Advisors

Eligibility

In order to be eligible as an adult teacher/advisor, the adult must have attended N-TECH at least one semester and must have the approval of the N-TECH Corporate Board. The adult must be registered to attend N-TECH for the upcoming year.

Section 1

The student council adult teacher(s)/advisor(s) shall be appointed by the N-TECH Corporate Board. The terms teacher and advisor are interchangeable.

Duties

The advisor(s) of the student council shall attend all Student council meetings and all Student Body meetings.
At least one adult N-TECH assistant must be in attendance at every Student Council meeting and at every student body meeting. In the absence of the advisor(s), a parent of a Student Council officer can attend on behalf of the advisor(s). The advisor(s) should maintain their own record of minutes of the meetings. The teacher(s)/advisor(s) prepare the class description and syllabus for the student council class.

Article 11

Terms of Office and Annual Transition between Council Members

The term of each Student Council office runs from May 1, after the election, until April 30 of the following year.
The teacher/advisor may begin meeting with the incoming student council after the N-TECH corporate board has validated election results.

These By-Laws were unanimously accepted on April 5, 2004 at 12 p.m. by all 34 students in attendance.

**Unless the student has been in an advanced grade for at least 1 year prior to applying for a position within STUCO, they cannot serve in a role normally filled by older students in upper grades.

Student Council Bylaws – the following three motions passed 4-8-2017 by N-TECH Corporate Board 1. The wording for special elections in the student council bylaws are changed from:
Article VI Section 3 – Special Election
With the help of the Student Council Advisor, the N-TECH board shall appoint a replacement when any office is vacated during the school year.

To:
Article VI Section 3 – Special Election
With the help of the Student Council Advisor(s), the N-TECH Corporate Board, at their discretion, may make appointments to open positions.

2. The following addition to the student council bylaws is made concerning elections:
Candidates will be notified of the election results no earlier than 8:00 a.m. on Tuesday after elections and no later than 5 p.m. Thursday following elections. Election results will be announced to N-TECH Membership during assembly on Week 10.

3. Member at Large positions are added to the Student Council Bylaws. This position is an appointment by the N-TECH Corporate Board. The number of member at large positions is at the discretion of the N-TECH Corporate Board.

In accordance with Article IX, Amendments, Section 4, The N-TECH corporate board approved needed updates on Friday, September 6, 2019.
